A switchboard upgrade is the one electrical job almost every older Perth home eventually needs. The brick-and-tile houses that went up from the 1960s to the late 1980s in suburbs like Dianella, Morley, Bassendean and Kalamunda were built with ceramic fuses, no safety switches and, more often than not, an asbestos-cement panel behind the whole lot. Those boards were fine for a fridge, a stove and a few lights. They were never designed for two split systems, a pool pump, an induction cooktop, a 6.6 kW solar system and an EV charger.

Roughly a third of the price is hardware — a quality enclosure, a main switch, Clipsal, Hager or NHP RCBOs at $60–$110 each trade price, a surge protector, bars and links — and the rest is a licensed electrician's day: isolating, stripping, rebuilding, testing every circuit and doing the compliance paperwork properly.

What's actually done on the day

People are often surprised how much work sits behind "upgrade the switchboard". A proper job on a typical Perth home takes four to seven hours. This is the sequence we follow:

  1. Notice to Western Power. Work on the consumer mains or in the meter box is notifiable, so a preliminary notice goes to the network operator before we start. If the service fuse needs pulling, we arrange that too.
  2. Photograph and label everything. Every circuit gets identified before a single wire comes off — lights, power, oven, hot water, aircon, pool, shed.
  3. Isolate and strip the old board. Ceramic fuses, old RCDs and breakers come out. If the backing panel is the old black or grey fibre-cement board, we treat it as asbestos: wet down, no cutting or drilling, double-bagged and taken to a licensed disposal facility.
  4. Fit the new enclosure and backing. A modern enclosure with a proper escutcheon, sized with spare ways for the aircon, EV charger or solar you'll add later.
  5. Main switch, RCBOs and surge protection. One RCBO per circuit rather than a couple of shared RCDs — so a faulty toaster trips one circuit, not half the house. A surge protection device on the main switchboard protects the solar inverter, the split systems and everything else with a circuit board.
  6. Neutral and earth bars, MEN link, earth electrode. The earthing system gets tested, not assumed. Older homes regularly turn up with a corroded earth stake or a missing MEN link, and this is the moment it gets fixed.
  7. Re-terminate and test every circuit. Insulation resistance, polarity, earth continuity and an RCD trip-time test on every device (a 30 mA RCD has to trip inside 300 milliseconds).
  8. Label, certify, notify. A typed circuit schedule on the door, an Electrical Safety Certificate for you within 28 days as the WA regulations require, and a notice of completion to Western Power within three days.

Signs your switchboard needs upgrading

  • Ceramic or rewirable fuses. If a fault means someone has to find fuse wire, the board is at least 30 years old.
  • No safety switches, or only one. A single RCD covering the whole house — or none at all — is the most common finding in pre-2000 Perth homes. Two is the legal minimum for sale or rent, and we'd never leave a circuit unprotected today.
  • An asbestos backing panel. The black, dark grey or mottled fibre panel behind the fuses. It's safe while undisturbed, but every electrician who touches that board is working around it.
  • Tripping when the aircon or oven starts. Old boards and undersized mains can't take a modern load.
  • Heat marks, a burnt smell or buzzing. Loose or overheated connections — stop and call someone the same day.
  • You're adding load. Split systems, a pool, an induction cooktop, solar, a battery or an EV charger all need spare capacity and correctly rated protection.
  • You're selling, renting or refinancing. Settlement agents, property managers and building inspectors flag non-compliant boards, and the RCD rules below are enforced.

The Western Australian rules that apply

Switchboards are one of the most regulated parts of a home in WA, and most of the rules were written after a run of fatal shocks and fires in older houses.

  • Two RCDs before a home is sold or rented. Under the Electricity Regulations, a home must have at least two RCDs protecting all power-point and lighting circuits before the title transfers or a tenancy starts, with no more than three circuits on any one RCD. The seller or landlord is responsible, and fines apply.
  • RCD protection on every circuit for new work. For electrical work done since 1 January 2019, AS/NZS 3000:2018 requires RCD protection on all final sub-circuits — including hard-wired appliances like ovens, hot water units and air conditioners. A new switchboard is built to that standard.
  • Licensed contractor only. Switchboard work can only be done by a licensed electrical contractor (our licence is EC15449). It's not a job for a handyman, and a DIY board can void your insurance.
  • Electrical Safety Certificate. Your contractor must give you an Electrical Safety Certificate within 28 days of finishing. Keep it — settlement agents and property managers ask for it.
  • Notices to Western Power. Work on the mains or metering is notifiable: a preliminary notice before, a notice of completion within three days after. This is the contractor's job, not yours.
  • Surge protection. The 2021 amendment to the Wiring Rules, mandatory in WA since 30 October 2021, brought surge protection into the standard for new switchboards. We fit a Type 2 surge protection device on every board we build; for a Perth home with solar and split systems it's cheap insurance.
  • Asbestos. Old backing panels are handled and disposed of under WA's asbestos rules. A quote that doesn't mention the panel usually means it's going in a skip.

What pushes the price up (or down)

  • Asbestos backing panel — adds $300–$600 for safe removal and a new panel. Most Perth boards from before 1990 have one.
  • The meter box itself — a rusted or undersized box on the outside wall may need replacing, and the new one has to meet Western Power's current installation requirements for location and access. $400–$900.
  • Three-phase — bigger enclosure, three-phase main switch and metering, heavier consumer mains, and Western Power's application and connection charges on top of the electrical work.
  • Number of circuits — each extra circuit is another RCBO and another termination to test. Pools, ducted aircon, sheds and granny flats add up.
  • What we find once it's open — old VIR cable, a missing earth, consumer mains that are too small for the load. We tell you before we do anything extra; it's never a surprise on the invoice.
  • Sub-boards and long cable runs — a shed 60 metres from the house is a cable-and-trench job first and a switchboard job second.
  • Bundling work — the cheapest time to add an EV charger circuit, a spa circuit or a second aircon feed is while the board is open. Ask for it in the same quote.

RCBOs, RCDs and brands: what we fit and why

An RCD (residual current device, or safety switch) cuts power in milliseconds when current leaks to earth — the thing that stops a shock becoming a fatality. A circuit breaker protects the cable from overload and short circuits. An RCBO does both jobs in one unit, per circuit.

We fit an RCBO on every circuit rather than grouping circuits behind shared RCDs. It costs a little more in hardware and saves you every time something trips: one appliance fault takes out one circuit, and the fault is obvious. We use Clipsal, Hager or NHP gear — all rated for the fault currents Western Power's network can deliver, all with spares available in Perth for the life of the board. Everything is labelled with a typed schedule, because "the one on the left" is not a circuit description.

Three-phase, solar, batteries and EV chargers

If you're planning any of these, say so when you ask for a quote, because they change the board.

  • Three-phase power needs a connection application to Western Power before the switchboard work, and the network's approval and charges sit outside our quote. Allow several weeks for the paperwork.   • Solar and batteries need their own isolation, labelling and surge protection at the board, and the inverter's protection has to be compatible with the RCBOs. A new board is the right time to get this tidy.

  • Don't wait for the fault. A planned upgrade is cheaper than an emergency call-out plus an upgrade.
  • Bundle the extras. EV charger, spa, aircon or shed circuits cost far less while the board is open.
  • Compare quotes on what's included. RCBOs on every circuit, surge protection, asbestos removal and the safety certificate are the items cheap quotes leave out.
  • Keep the meter box if it's sound. A new box only makes sense when the old one is rusted, cracked or too small for the new enclosure.

How long does a switchboard upgrade take?

Do I need to be home?

Someone needs to let us in and be around at the end to see the labelled board and go through the paperwork. Beyond that, no.

Will Western Power need to come out?

Not for a standard single-phase upgrade — we lodge the notices and, where required, arrange the service fuse. A three-phase upgrade or a new connection does involve a Western Power application and their crew, and their timing and charges sit outside our quote.

Is my old fuse box illegal?

Not by itself. But it's non-compliant the moment you sell or rent the home without two RCDs, and any new electrical work has to bring the circuits it touches up to the current standard. Most people upgrade because it's unsafe and inconvenient, not because of a fine.

What happens with the asbestos panel?

We treat old fibre panels as asbestos unless they're proven otherwise. The panel is wet down, removed without cutting or drilling, double-bagged and taken to a licensed disposal site, and a new non-asbestos backing goes in. It's built into the quote.

Do I need a new switchboard for solar or an EV charger?

Not always. A modern board with spare ways and RCBOs can take a solar inverter or a 32 A EV circuit. An old fuse board can't — there's nowhere compliant to connect them, and the installer will tell you the same thing.

Does a switchboard upgrade add value to my home?

It removes a negotiation point. Building inspectors and settlement agents flag old boards and missing RCDs; a labelled modern board with a current safety certificate takes that off the table. Insurers ask fewer questions too.
